There are a number of reasons:

When it happens to children, the organ that's producing sweat is not fully developed yet.
This results in too much sweat to produce because of the heat, but nothing is doing the production. Therefore, the "raw sweat" leaks to the inner layer of the skin, and irritates the skin. - In adult, sometimes the dead skin cells block skin pores, causing the sweat organ to fail removing sweat from the body. Consequently, the sweat leaks to the inner layer of the skin too, and irritates the skin. This is also related to the cause of acne (see here for checklist)
- Skin bacteria can also be the cause of the blockage of the skin pores, causing the sweat organ to again, fail removing sweat from the body. It's a common bacteria, the same skin bacteria that can cause acne (see here for checklist).
